Workflow Designer does not preserve layout for Copy or Draft workflows.

      If I have a Workflow with a saved layout, that layout is not preserved if I create a "Draft" workflow from it or if I "Copy" it. This makes it very difficult to preserve the layout when making minor changes to a live workflow.
