As a User without the permission to create a link or create an issue, I still see the Create&Link menu options in the operations bar of Jira

      If I do not have the permission to create a new link, I should not see the options to do this. If I click "Create&Link", I see the issue-selection screen with an error message informing me of my lack of permissions. This is especially confusing when I'm an anonymous user and therefor don't have any write permissions in Jira.
