We realised Minyaa JIRA Plugin for Time Management is affecting the behaviour of JIRA in the comments of "All" tab. The icon will only show up when the mouse is over each icon in the top right hand corner of any comment in the "All". Once "Minyaa JIRA Plugin for Time Managemen" is disabled, it will behave like the comment in "Comments" tab, we will be able to see all 3 icons when the mouse is placed anywhere in the comment.

This is not a major issue, but hope to get this address.
